1999 Buick Regal LOC Message on Radio

I changed the Battery on my 1999 Buick Regal
Since the Change the Radio displays LOC and
does not work. The Owners Manual says something
about a Password & Reset but I do not know the Password. Help!

The only way to unlock the radio is a visit to the dealership, unlocking with a factory backup code.
