1999 Buick Regal I cannot shift into gear

I have to wait several minutes (sometimes as long as 15 minutes) before my car will shift into drive, or any gear for that matter. I was told it needs transmission fluid, but that was added and it still doesn't work.

Is the trans fluid clean? Have you tried servicing it with a new filter?
