1999 Buick Regal heater blower

First, are you sure the blower motor is making the noise? Does it stop when you turn the blower off? If so, chances are you are right. To replace the motor, you need to remove part of the dashboard to access the motor. It is under the passanger side of the dash.

As far as the wiper, it's hard to give you an estimate. The linkage may have come apart. The linkage is located under the cowl at the base of the windshield.
