Hi:
The switch is most likely fine. Try replacing the blower motor resister. It is the most common cause of this problem.

I replaced the blower motor resistor and the heater still doesn't work consistently but when it does decide to come on it's on high only. If I turn it off it doesn't come back on.

Hi:
What I need you to check is the ground to the motor. Let me know what you find. Please keep in mind, when they only work on high, the resister is the problem 99% of the time. I'm sorry it didn't work. Let me know about the ground.
