1997 Buick Regal windshield wipers

1997 Buick Regal 4 cyl Automatic 113000 miles

My windshield wipers stay up when in the off position. Can you tell me what the problem is? One place told me I need a new wiper motor, another place said I need a wiper crank arm, somebody else said a wiper transmission. I want to make sure I am spending my money on the right thing

Chances are the motor is the problem. The transmission is part of the motor.
