"sticking" EGR valve. spray penetant, allow to soak , and reinstall ?

Chances are it may be carbon that needs cleaned. Do your best cleaning it, make sure where it bolts to the intake isn't carboned, check the hoses to the EGR to make sure there isn't carbon in them. Once everything is cleaned, then make sure the valve is working properly by applying vacuum to it.
