1995 Buick Regal Engine Idling high - RPMs fluxuate on acce

1995 Buick Regal 3.8L
ENGINE IDLES HIGHAT 1200 OR 1500 Rpms - too High to shift into gear without a hard jerk. When in park, and flooring the gas pedal; only goes to 4000 rpms and fluxuates from 4000 to 3000 back and forth (and no higher) as long as I’m pressing to floor. This all started to occur after I detailed the engine and all under the hood ( only using Krud - Cutter and Armorall sprays, no water or hosing) Could I have ‘knocked’ something loose or gotten something to wet? Checked all vacuum hoses and they all seem ok.
HISTORY: This vehicle has been exhibiting fuel flow - injection type problems for a couple of months with very rough running in Overdrive, does better when driving in 3rd gear rather than OD, still very rough at idle when stopped in either gear. The rpm problem is a NEW one though. (When computer diagnostic was last run - NO codes, so technician cleaned throttle-body and injector rails. This seemed to help for a while, but never 100%, and is back to running as bad as in the beginning.
