1995 Buick Regal Engine Cooling Fans

I have a 95' Buick Regal GS with a 3.8 V6 engine. My two cooling fans will not come on. The fans will work if you pull the fuse and jump them. Whatever is suppossed to be telling the fans to come on is not working. As long as your travelling down the road the vehicle will stay cool but if you stop in traffic for a period of time it will start heating up. Can you tell me what the problem is. Thanks for your help.

Hi, if you turn on the ac, does the fan/s run? If you unplug the coolant temp sensor, does the fan run? If your fully obd 1 compliant, you should be able to check mil codes, if there are any? First, I'd use a testlite and check applicable fuses. Not sure if diagram is readable?
