1989 Buick Regal

my husband went out this morning to get in the car and go to work the horn came on and would not go off well finally he just decided to drive it got a little ways down the road and it shut off can you give me some advice as to what he should do if it was to happen again?

He could pull the fuse or relay. There is probably a short in the steering column?
