1988 Buick Regal rough idling/running

When first start car,it sounds rough,and runs rough till you get up to highway speeds then levels off and runs good,then you come to a stoplight,and it runs rough again,I thought,maybe gotten water in gas so put in 2 bottles of "Heat" still didnt run any better.I dont have alot of money to try this and that but welcome any suggestions.

clean out the throttle body and make sure the plate is closing all the way and not hanging. also clean out the IAC module and see if the pintle is moving freely.
