95 Buick Park Avenue ultra

I have a 95 buick park avenue ultra and lately its been acting up. Anytime, whether the car is on or off, the engine will make a weird rumbling/humming noise. Can anyone help?

I had one that blew a liquid filled motor mount and the A/C pulley cut the hose from secondary air pump, causing it to on/off spiratically. The pump may come on on/off as well as the level control, but there may have been a recall I believe on the pump. I don't have the info here, but it sounds like something like that. If it sounds from the right wheel well area, i'd check the secondary air pump, hoses and curcuit.
