2002 Buick Park Avenue fuses keep blowing

I have a 2002 buick park ave. The 25 amp parking light fue keeps blowing. I think it might be the steering column switch but I don't know. The instrument cluster is out and all the rear taillights are out the the side markers.Maybe the headlight/twilight switch?

Just a clarification, the tail lights are out and the side markers, or just the rear side markers?

Does the fuse blow immediatly when installed or intermittantly? Does it blow under any particular circumstances?

On the cluster, nothing is illuminated or the gauges are not working, or both?
