new battery,rebuilt the starter,replaced relay,no blown fuses that i can see.......turn the key and nothing..no click or anything....does this mean the ignition is bad?..

No cranking condition w/o anti theft device your possibilities here could be one of the following

Starter, starter relay,park and neutral switch and ignition switch-to include battery/connections
