1999 Buick Park Avenue V8 Automatic 162000 miles

1.The left parking lights in front and rear will not go out. the blinker doesn't work on the driver's side. I have to pull the fuse in order to make sure my batterey doesn't go dead

2.the window on the drivers side won't work when it is raining or in snow. In dry warm weather works just fine.

If lights will not go out then the switch would be suspect, it would have to be replaced.
Also remove the flasher unit to see if it has any effect.

The window problem is most likely a bad ground and water intrusion inside door. You will have to take panel off to inspect.
Could also be the master switch on door.
