1999 Buick Park Avenue Headlight High Beam switch does not

My car is equipped with daylight running lights which work correctly, as do the low beams. I am able to "flash" my high beams but the high beam switch does not work. Could it be either a relay or the switch? How do I get to it to fix it?

If you pull back on the lever they will flash, but if you push forward it wont stay in that position or they just dont come on? It could be a bad switch. You have to remove the steering wheel to access the "multi-function" switch
