1998 Buick Park Avenue Dash Board Removal

I have a 98 Park Avenue. On the instrument panel, the gas gauge needle and the coolent gauge needle are both below the little black stop. I assume the car got too hot and the needles bent and then fell below the stop pin on the gauge. How do u take apart the dash board? Can the plastic cover on the instrument panel be removed? Should I just dril small hole in panel and pull gauge needles up w a wire. Thank You
