1998 Buick Park Avenue 6 cyl Front Wheel Drive 147000 miles

I need to open the actuator door in front of the cabin air filter , how do i access the cabin air filter under the dashboard?

Remove insulation panel then push down and pull out access cover

then remove tape on filter then pull tab and filter out
