1994 Buick Park Avenue rear drum brakes

I have installed new brake shoes on the rear of my buick. everything appears to be correct. I can't fit my drums over the new shoes. I think I could force it but I don't want to hurt anything. Am I missing something?

Back off on parking brake adjustment and the star adjuster. Then place drum adjusting star until slight rubbing is heard. Then adjust parking brake till 5 to 7 clicks hold car.
