I am trying to remove the power steering pump pulley with a pulley removal tool but it will not budge. I have put penetrating oil on it but it does not help. Any suggestions on what to try?

you have use a power steering/alternator pulley puller it grabs the pulley from the center in the slot not from the outside like a jaw puller that will destroy the pulley. This tool you will use 2 wrenches 1 to hold the pulley in place the other to turn the center to remove the pulley. Most big box part stores have a loaner tool program.
