My info shows a purple wire at the wiper motor module. This carries voltage for the highspeed setting. With the key turned on and the wiper speed set on high, that wire should be hot, is it? If it is, check the black wire for ground.

Did you check to see if one of the fuse terminals, where the fuse plugs-in, is hot? It goes hot when you turn on the key.
