1990 Buick Park Avenue Automatic Level Control keeps going

I was checking the fuse box and after putting back the fuse for the automatic level control, the motor/mechanism keeps going on and off with the car parked and the engine off. I had to take the fuse out of its place on the fuse box. What is the problem?

The power to it should be shut when the key is off. Have you checked the ignition switch?
