1989 Buick Park Avenue after rebuilding the cylinder heads

I had the cylinder heads rebuilt. reinstalled everything, and when i started it it tried to turn over but sounded like it was not get gas. i cracked it and as soon as it turned over a pressed the gas pedel. it
cut out with a "pop" sound coming from the air filter with tiny bit of smoke coming also from the air filter.

What proceedure was used to set valve clearence? plug wires on correct?
