1989 Buick Park Avenue Automatic

I noticed water in the floorboard on the passenger's side. The air conditioner does not work, but the heater does. I don't drive daily, just maybe once a week. Could it be the heater core? If so, what can I do? If not, what else could it possibly be?

It is the heater core and/or the hoses to the heater core. that isn't much to do but replace the core or the hoses.
