My 1984 Buick Electra Park Avenue won't idle down to normal speed. I've tried different carburetors but no change.

Have you made sure there are no vacuum leaks? Also, what adjustments have you done to the carbs?

No vaccum Leaks. I have determined it is the choke. Thank you.
