2003 Buick Lesabre Sounds like a fan running

There is a noise that starts at about 35mph and getting increasingly louder with speed. The noise sounds like a fan running. The noise is does not change when the transmission is put into neutral. The noise occurs only when the vehicle is moving and does not occur when the engine rpm is changed in neutral.
The vehicle has new tires.

Does the noise change if you steer side to side? If so, you have a bad hub assembly.
