2002 Buick Lesabre vacuum problem

My buick has a strong vacuum present when removing the oil cap. when the cap is removed the engine nearly stalls and runs rough. when the cap in reinstalled it smooths out. Should there be such a vacuum or is something wrong?

there should be such a vacuum because the intake is pulling in air vacuum sealed from the outside, when u open other ports, that disrupts the vacuum seal pulling air from this passage also.
