2002 Buick Lesabre Radio stays on when car is turned off

2002 Buick Lesabre 6 cyl Automatic 63565 miles

When my inlaws turn off the car, the radio stays on. It is still on and will not turn off.

It sounds like there is a problem with the ignition switch not shuting power. Does anything else work when this happens?
