2000 Buick Lesabre Grinding in passenger front wheel

As I drive intermittantly I will hear a grinding sound in passenger front wheel. When front wheels are on jack stands and car is in gear driver side wheel pulls fine but passanger side wheel does not pull at all. When wheel is manually turned it will turn but does not feel like it is in gear. Can you tell me what might be wrong? It does this with traction control on or off while in gear.

From what I read it appears to be a bad CV joint.
Both axles are supposed to turn put back up and observe the axle does it turn ?
