when i crank the car up it hesitates like it is not getting gas. Then while i am driving it cuts back sometimes and when i give it gas it is fine.

Check the fuel pressure regulator for fuel leaking into the vacuum line.

A few years ago, there was a recall for this car's fuel pressure regulator. A friend has a 2000 LeSable with 100K. A Buick dealer gave him a free replacement because it was a recall.

Does "when I crank the car up" mean you rev it up in Park or Neutral? Engines are not designed to "rev up" in Park or Neutral, only in Drive when they are under load.

Not all of them were recalled. The recall is specific to the VIN. It also depends on which regulator the vehicle uses. There were two different manufacturers for this part.
