2000 Buick Lesabre battery replacement

replaced a battery in the car with a new battery. after connecting both thepos and neg cables to the battery, you can hear a tick, tick, tick, noise coming from the relay and fuse box adjacent to the battery. and, when you turn on the ignition key, you get nothing. no lights, radio, wipers,...nothing. whats wrong?
