1999 Buick Lesabre Thermosat/heater fan

My heater only gets warm as I drive it doesn't work if I warm my car up and my heater fan blows when it decides it wants to and then it turns on and off at will. Do I need to replace the thermosat or fan or both and how expense is that. Thanks
