i have a squeal under my hood,the dealership told me it was either the water pump or tensioner pulley.i changed both myself,the noise went away for a week now it's back.another mechanic told me it was the harmonic balancer.could you give me some insite on what i should do

spray a little brake clean on the belt with the engine running and see if the noise goes away.
