1998 Buick Lesabre dash venting

Dash vents don't blow a/c @ start-up - blows onto windshield. 3-5 mins. A/c comes out dash vents. Why and how to fix. Thanks.

Are you saying it is slow to switch from windshield to dash vents?

Yep - very slow. When set on "auto" with temp @ 60 it doesn't blow out the dash vents, even when I manually direct it to "mid".

Is vacuum present?

Using a vacuum pump, apply vacuum to each actuator line at the HVAC Programmer Vacuum Line Connector.

Do all the lines hold vacuum?
Go to Step 3
Go to Step 4

Inspect the actuator doors for binding.

Did you find and correct the condition?
Go to Step 7
Go to Step 6

Inspect each vacuum line for an open or restriction, if no open or restriction was found replace the appropriate actuator.
Go to Step 7

Locate condition and restore vacuum to source line.
Go to Step 7

Replace the HVAC Programmer.
Go to Step 7

Operate the system in order to verify the repair.

If I remember correctly, they are under the passenger side of dash.(Behind glove box)
