1997 Buick Lesabre tire that the tread is seperating

Shakes or Wobbles problem

when I am going 60 and slow down to 50 my right front tire wabbles really bad. When the tire was only a month old I tried to get walmart to replace it because I knew it was defective then. I have gone back to walmart 3-4 times to get a new tire. Could the wabbling from this bad tire, make my cv joint go out?
