1995 Buick Lesabre Locking brake cylinder

Front driver side brakes locking up. Pad warn down. Rubber boot on caliper broken. I replaced the caliper and brakes on both sides. Driver side still locked up. When I removed the brake line to replace the caliper, it didn't even leak. I then replaced the master cylinder. I bled the line of all air. I drove the car and the driver side brakes again locked down. The caliper will grab and not release. What is my problem?
