Fuel level gage fluctuates while driving and does not drop to empty when engine is shut off.

Sounds like the fuel sending unit needs replacing-check and test

1996 Buick lesabre, probibily has a floating gas gage which means it will fluctuate on turns and when there is an increase or decrease in vehicle speed. The gage will not always reach empty when the engine cuts off.
