1994 Buick Lesabre emergency brakes foot pedal stuck

Brakes problem
1994 Buick Lesabre 6 cyl Front Wheel Drive Automatic 77k miles

My emergency brake pedal is stuck in the up position. I
cannot depress it even one click. My brakes otherwise
work ok. any help would be appreciation. Thank You

probably the cable is frozen is why it won't move. it will probably need replacing to fix it. there may be two of them.
