1993 Buick Lesabre Heater blows out cold, warm, or hot air

The heater just started blowing out cold or warm or hot air. It alternates while driving the car. It switches to cold then adjust to luke warm then goes back to hot.

It does that while I drive the car.
Is it the thermastat or low fluid level?

Make sure the coolant level is full.
