I tried to get my car smoged. The tech told me that with that light on they were not able to perform the test.

Did you test for codes? What were they?
If the data link connector looks like the picture, you can check codes yourself. Use a jumper between the A & B terminals, turn the key just till the dash lites come on, no further. That lite should go to flashing, you count the flashes to get the codes.

They should be able to do the test whether it pass or not this is another thing
depends on your state and emission rules and regulation
you can get the codes by grounding the connector and check engine light will flash the codes
