i have power into the kefuse box but i cant get the key to do anything. it will not turn the car engine over what should i check next

Hi:
Have a helper turn the key to the start position and check the smaller wire on the starter for power. It should have 12 volts. If it does, have the starter checked at a parts store to confirm it needs replaced.
