1992 Buick Lesabre Front Wheel Drive Automatic 163000 miles

My horn does not work suddenly. Does I have to take it in to be repaired or is it something I can do myself?

Check fuse 4--20amp, in the relay center, right side of instrument panel. Use a testlite, the fuse circuit should be hot all the time.
