1990 Buick Lesabre wheel bearing

I was told that the wheel bearing was loose and the tire could fall off. Also the frame is rusting which does not allow for a new muffler and tailpipe to be installed (which it needs). I was told that the car is not safe to drive but since it runs so well it is hard to give it up.

With a faulty wheel bearing, it is definitely in your best interest to have the wheel bearing replaced. Driving with a worn bearing is unsafe. It doesn't cost that much to have it replaced, especially compared to what you might be out if it were to cause an accident.
