1989 Buick Lesabre Fan runs only in low speed

Does the fan switch control a relay that controls the fan blower speed? Where is he relay located.

Checked wires to heater fan / air conditioning fan motor mounted in engine compartment firewall. My meter shows 12 volt + live and ground wire. Don't know amps. Fan spins slow. Same reading for all fan positions except off.

There is a blower motor resister that determines how much power the fan motor gets. It will either be on the firewall of the car or near the blower motor. If you follow the wiring from the motor, it should lead you to it.
