engine code

I have a 2000 Buick, Centrury 88,000 miles and since I have the car two years I get the code PO104. I have even changed the gas cap per a mechanice at buick.
The only thing is the silver under the gas cap to stop the vapors is missing. Any sugestions.

Double check that code number, it doesn't sound right. The restrictor plate for the fuel should not be of concern. IT was just meant so that only unleaded gas can be put in.
