2005 Buick Century difficulty starting

About half the time when I turn on the ignition, the solenoid relay opens and closes about once a second and the dash warning lights turn on and off. Sometimes the car will start and runs roughly until the oscillation stops. Then it runs normally. Usually, it won't start while oscillating.

It has also quit while running. Sometimes it starts normally.
