2002 Buick Century Fan operation

The fan does doesn't work on the LO position for either the heater or the air conditioning. What could be the cause? Is it something a "handyman " can fix? What is the approximate repair cost if the work is done by a dealer? Fan works on all other positions.
Is there any way I can obtain a copy of the page from the repair manual that describes how to get access to the part that needs replacement?

The causes could be the control switch/HVAC control module and blower motor resistor. Sorry to say its not an handyman thing but it can be done with determination-see below
