2000 Buick Century head light dimmer switch

Brights are turned off and on by pulling the turn signal lever toward driver. The switch is not working any longer. Is it necessary to remove or disassemble the steering column to repair or replace the switch? Or, is it a switch that is easily accessible by removing the plastic cover shroud that is on steering wheel column.

Actually, you need to remove the steering wheel to gain access to the column and eventually the switch.
