1999 Buick Century Instrument Panel & HVAC (ATC) lights

Usually, when starting the vehicle, the gear selector and odometer are illuminated, as is the radio station. Sometimes there is a delay with even these lights coming on. None of the instrument panel lights work at night, nor do the rest of the center panel and steering wheel lights. A couple of times, all the lights have come on, but that is a rare occasion. The last time was about 2 weeks ago. Usually they are all out. I have checked all fuses, but found nothing. I have had problems with the power windows not working on occasion, but thru trial & error, discovered I could fix the problem by removing the #13 Ignition Main relay (under the hood), cleaning the terminals, applying di-electric grease to terminals, and re-inserting. Windows work again. This fix hasn't had any affect on the instument panel or center control panel lights however. Any suggestions where to start to solve this problem? Thanks, Mike Kauppi
