1999 Buick Century electric windows

i bought a 99 buick century, the car runs great but the windows wouldnt roll down i replaced the motor, regulator and main switch and still wont roll down or up. when you press down on the driver side button it just clicks. i checked the voltage and it was only 9 volts so what do i check next all help is appreciated.

check for faulty retained accessory power (RAP) relay, behind glove box.

what does it look like. the 30afuse has 12 vts when car is not running and 14 when ranked. i bet the one in the fuse box is not what your talking about.

will look similar to the pic below, it's a relay which is a bit different than a normal fuse.
