1999 Buick Century cooling fans

I have problem with engine getting hot. I found that the cooling fans would not come on when the temperature was high (almost to the H) on the gauge. I checked the fuses and found a 15 amp fuse was bad and replaced it. I started the engine and when the gauge showed almost to the H one of the fans started. The engine did not get any hotter. I turned on the heater to full and the gauge started going down and the cooling fan turned off. Why would not both fans come on? I noticed that there is a total of 3 cooling fan relays so is one of them bad to cause one of the fans not to run? If so which one would it be and how are they removed? The cooling fan that does not run is the one on the right while looking from the front of the car.
